Удосконалення механізму перерозподілу рентних платежів до бюджетів різних рівнів

Abstract

Обґрунтовано необхідність удосконалення нормативно-правової бази регулювання процесу перерозподілу рентних платежів в умовах реформи децентралізації. Прокласифіковано основні причини ускладнення процесу фінансової децентралізації рентних платежів у країні. Зроблено критичний аналіз зміненого інституційного середовища функціонування нафтогазового комплексу в умовах реформування. Визначено сутність рентного характеру платежів за ресурси. Досліджено функціональні прояви рентних платежів, зроблено критичний аналіз наведених в нормативних законодавчих та регулятивних документах механізмів, принципів та інструментів нарахування та справляння рентної плати в нафтогазовому комплексі, розроблено економіко-математичну модель критерію перерозподілу рентних платежів між державним та місцевими бюджетами на основі природи їх функціональних проявів, оцінено ретроспективу рентних надходжень до державного бюджету, визначено основні напрями вдосконалення перерозподілу рентних платежів між бюджетами. Контуровано інноваційну модель функціонування механізму справедливого перерозподілу рентних платежів між бюджетами різних рівнів в умовах децентралізації.

Investigated the functional manifestations of rent payments, carried out a critical analysis of the mechanisms, principles and tools for charging and charging rentals in the oil and gas complex was presented in the normative legislative and regulatory documents; an developed economic-mathematical model of the criteria for redistribution of rent payments between the state and local budgets on the basis of the nature of their functional manifestations, estimated by retrospective of rent receipts to the state budget, determined the main directions of perfection of rental reallocation payments between budgets. Сovered innovation model of functioning the mechanism of fair redistribution of rent payments between the different levels budgets in the conditions of decentralization.
